<br/>High gasoline prices drain from the pockets of working families' money that could be used for food, clothing and health care. Additionally, they erode the competitiveness of California's industries. In California and throughout the rest of the country, $3.00 per gallon gasoline has moved away from a summer season possibility to an everyday reality in most of our major population centers.<br/>
<br/>What concerns me the most is that there seems to be no relief in sight. Gasoline prices are approaching all time highs, yet we are months away from the summer months. Just last week, the California Energy Commission reported in its Petroleum Watch, that, "On April 10, 2006, the average statewide retail price for regular-grade gasoline rose for the sixth consecutive week to $2.81 a gallon, almost 7 cents more than last week and 37 cents greater than February 27, 2006."<br/>
<br/>While many economists cite that the theories of supply and demand are at play here, we must not rule out the possibility of market manipulation, price gouging or unfair business practices employed by oil companies. The citizens of California deserve a vigilant watchdog over this market and a full blown analysis to determine to what extent the behavior of big oil companies is driving these record-high prices.<br/>
<br/>I therefore call on the commission to immediately investigate the prices of gasoline, with particular emphasis on retail gasoline prices and any significant changes in prices charged by the petroleum industry gasoline sold in California and the reasons for those changes. Additionally, you should investigate these issues as they relate to the wholesale market. Should you find instances of market manipulation, price gouging or unfair business practices, I instruct you to report this to me and turn the evidence over to the California Attorney General without hesitation. I also direct you and your commission to conduct a thorough investigation of the profits, both before and after taxes, of the industry as a whole and of major firms within it, including a comparison with other major industry groups and major firms within them as to profits, return on equity and capital, and price-earnings ratio.<br/>
<br/>While the causes of these record high prices are of great concern to me, I also want to be proactive and seek out solutions, so our citizens can have the comfort that we are taking all necessary actions to ensure they are paying the lowest possible prices for gasoline. Therefore, your investigation should include, but not be limited to, the emerging trends relating to supply, demand, and conservation of petroleum and petroleum products; the nature and extent of efforts of the petroleum industry to expand refinery capacity and to make acquisitions of additional supplies of petroleum and petroleum products, including activities relative to the exploration, development, and extraction of resources within the state.<br/>
<br/>If you feel there is a need to revise law for the Energy Commission to collect detailed data on product movements, sales volumes and prices, and retail data collection, please address these legal constraints so I may immediately begin to work with the legislature to ensure we have every tool available to monitor the gasoline market.<br/>
<br/>I direct you to begin this review immediately. The people of the state of California deserve nothing less. "<br/>

<br/>I, ARNOLD SCHWARZENEGGER, Governor of the State of California, find that conditions of extreme peril to the safety of persons and property exist within the Counties of Amador, Calaveras, Fresno, Merced, San Joaquin, San Mateo and Stanislaus resulting from severe weather conditions, heavy rainfall, and floodwaters commencing on March 29, 2006, and continuing. These storms have caused the failure of local levees, evacuations of residents, and significant damage to public and private property throughout the affected area. Because the magnitude of this disaster exceeds the capabilities of the services, personnel, equipment and facilities of these counties, I find these counties to be in a state of emergency, and under the authority of the California Emergency Services Act, set forth at Title 2, Division 1, Chapter 7 of the California Government Code, commencing with section 8550, I hereby proclaim that a State of Emergency exists in these counties.<br/>

Arnold Schwarzenegger _ challenged by increasingly aggressive Democratic opponents and unrest in his Republican base _ released the first television commercial of his 2006 re-election campaign Monday, telling state voters that he is making California work again.&lt;br /&gt;&lt;br /&gt;The surprisingly early debut of a commercial for Schwarzenegger, who is unchallenged in the June GOP primary, comes almost eight months before voters will go to the polls in the general election. The ad aims to make an aggressive case for the governor's achievements on the economic front, opening with the rosy pronouncement that "tomorrow is going to be a little better than today for Californians."&lt;br /&gt;&lt;br /&gt;The ads debut in the San Francisco Bay Area was tied to Schwarzenegger's visit to San Francisco for a speech on the economy, according to Schwarzenegger's chief campaign strategist Matthew Dowd.&lt;br /&gt;&lt;br /&gt;Dowd said the commercial also is scheduled to air in Bakersfield, Los Angeles, Sacramento and San Diego, other areas the governor will visit this week to talk up the economy. The series of storms brought unusually heavy rains that caused flooding, mudslides, the accumulation of debris, washed out and damaged roads, and the loss of human life. The demands of the storm exceed the capabilities, services, personnel, equipment, and facilities of these counties. Under the authority of the California Emergency Services Act, set forth at Title 2, Division 1, Chapter 7 of the California Government Code, commencing with section 8550, I hereby proclaim that a State of Emergency exists within the counties of Alameda, Alpine, Amador, Colusa, Contra Costa, Fresno, Kings, San Luis Obispo, Santa Cruz, Shasta, and Tulare.<br/>

<br/>Pursuant to this proclamation, I hereby direct all agencies of the state government to utilize and employ state personnel, equipment, and facilities for the performance of any and all necessary activities to alleviate this emergency as directed by my Office of Emergency Services and in accordance with the State Emergency Plan. Austria was proud of Arnold when he got elected. Now many of us<br/>are<br/>just disgusted by his policies. Even if Arnold can afford to shrug off<br/>the<br/>criticism of his fellow countrymen because local politicians will<br/>always<br/>bootlick, he should be well aware that many, many Austrians are nothing<br/>but<br/>ashamed of him. I do hope he can explain his decision not to grant<br/>clemency<br/>to his mother who´s in Styria baking Apfelstrudel. I wonder if she is<br/>still<br/>proud of her son who actually could have saved some lives. Shame on<br/>you,<br/>Arnold.<br/>

It deals in perceptions and it's ironic that someone who triumphed in two careers by carefully cultivating an appealing public persona allowed himself to be demonized by essentially false charges. Thus, his failure to effectively respond to the attacks has to be considered a self-defeating error of political judgment that undermined his reformist ambitions.&lt;br /&gt;&lt;br /&gt;Back to reality: His seeming pledge that "I'm not taking any money from anyone" was one sentence in an extensive response to a reporter's question about his stance on accepting contributions for his campaign for governor, following on what Schwarzenegger had said on the day he declared for governor: "As you know, I don't need to take money from anybody. I have plenty of money myself.
